OPEN ADDRESS TO THE MINISTRY OF POWER AND COAL-MINING INDUSTRY OF UKRAINE, SECURITY AUTHORITIES AND LAW-ENFORCEMENT AUTHORITIES

DTEK Energy Company addresses to the Ministry of Power and Coal-Mining Industry of Ukraine, security and law-enforcement authorities with the request to release the coal supply to Ukrainian Thermal Power Plants – Pridneprovskaya and Krivoi Rog TPP which are on the edge of stoppage.

Currently 200 railcars with coal are blocked at the railway station “Krasny Liman” in Donetsk region (this town is under control of Ukraine). This is anthracitic coal group the only possible fuel for Pridneprovskaya and Krivoi Rog TPPs. All required documents to this blocked coal are available confirming supply to the indicated Ukrainian Thermal Power Plants.

DTEK Pridneprovskaya TPP is leaving no alternative heat producer and a key power producer in Dnepropetrovsk region. Thermal Power Plant produces quantity of power comparable to 76% consumption by population and industry in Dnepropetrovsk region. 18 high voltage lines are energized from DTEK Pridneprovskaya TPP through which the power is supplied to enterprises, population and to the adjacent areas. 300 000 people get heat and warm water from DTEK Pridneprovskaya TPP.     

DTEK Krivoi Rog TPP supplies mainly to industrial consumers which work is critically important for the economy of Ukraine and entirely supplies heat to a town of Zelenodolsk, in Dnepropetrovsk region.    

Currently both Plants operate at their minimum capacity because of the anthracitic coal deficiency. Even upon operation using one power unit, the coal reserve is 3 000 MT, i.e. only 24 hours at Pridneprovskaya TPP, and 8 000 MT, i.e. 5 days at Krivoi Rog TPP.

Coal supply to these Plants is worsen since Russia has stopped coal export to Ukraine since 22 November 2014. Promised by Russia release of coal supply has not happened.

At the end of December, Peter Poroshenko, The President of Ukraine, and Arseniy Yatsenuk, the Prime-Minister of Ukraine stated openly that Ukraine is obliged to remove coal from Donbas to ensure of full value work of Ukrainian Thermal Power Plants.  

There are 2.5 mln tons of coal at DTEK mine storage facilities in the Anti-Terrorist Operation area of Lugansk region.  

If the support of unobstructed movement of trains to the Ukrainian TPPs  at the state level is not maintained this will result to the capacity deficiency in the power supply system of Ukraine, and as a result massive disconnection of consumers from power supply. People of Zaporozhye, Dnepropetrovsk, Kherson and Nicklaev regions will feel power supply problems.  

DTEK is addressing to the Ministry of Power and Coal-Mining Industry of Ukraine, representatives of security and law-enforcement authorities with the request to do their best to release coal supply to Ukrainian TPPs.

     DTEK kindly requests Security Service of Ukraine, State Fiscal Service, Ministry of Internal Affairs, Armed Forces of Ukraine to facilitate free movement of trains to Pridneprovskaya and Krivoi Rog TPPs to ensure stable for power system of Ukraine under the acute deficiency conditions.
