As is generally known in defiance of provisions of the Parliament coalition agreement at the end of the year, the Budget Program regarding the state support for mining companies was eliminated completely along with social guarantees for employees and pensioners in mining industry.

 

For the first time during the years of Ukrainian independence in conditions when due to the coal and other fuel resources deficiency, the power system of Ukraine is on the verge of breakdown, the Budget does not make provision for charges to the mining industry that result in the increase in prices for coal and other good and services, make all energy-consuming enterprises and the entire economy noncompetitive. The situation is taking a dangerous turn when a lot of mining companies will stop their existence, tens of thousands of mine-workers will remain without job.

Taking into account the significance of domestic coal in the ensuring of power independence of Ukraine we are addressing to the people’s deputies of Ukraine not to admit eliminating the mining industry and to provide support to changes which should be made in the legislation of the country as follows:

  • Provide the state support to mining companies for partial reimbursement of costs on the cost price of finished coal products.
  • Provide funding for construction of coal mining and peat extraction companies, and their upgrading.
  • Ensure social guarantees for employees and pensioners of mining industry provided for by the Mining Law of Ukraine and the Law of Ukraine “On raising of mining labor occupational prestige” which were in force as of 01.12.2014 – preferential taxation of full-time employees incomes, free of charge domestic fuel and compensation to companies which are liquidated or closed out.
